Measured at the navel

Measure with a non-stretch tape, snug but not compressing the skin, at the spot your branch's instructions name, after a normal breath out. A cloth or fiberglass body tape works best; see body tapes on Amazon (paid link).

What the ratio is

Waist-to-height ratio is your waist measurement divided by your height. A 34-inch waist at 70 inches tall is a ratio of 0.486. Every branch now uses it in place of the older height-and-weight screening.

The branches round differently. The Marines round height and waist down to the nearest half inch. The Navy rounds height up and waist down. The Air Force records height to the nearest half inch and rounds the waist down. The Army directive does not state a rounding rule.
